QUEZON CITY -- Ang Probinsyano Party- List (APPL) Rep. Alfred delos Santos spearheaded the distribution of wheelchairs and other assistance to some 100 persons with disabilities (PWDs) on Tuesday (May 21) at the 15th Floor of the Quezon City Hall. 

Rep. Delos Santos was joined by Majority Floor Leader Dr. Doray Delarmente, Councilor Aiko Melendez, and actor Piolo Pascual, among others. 

The gift giving was the initiative of Piolo Pascual in cooperation with Surge Fitness + Lifestyle, Ang Probinsyano Party-List, and Cornerstone Entertainment Vice President Jeff Fadillo. 

Also present during the event were the families of the beneficiaries, the staff of the Persons with Disability Affairs Office (PDAO) and the Quezon City government.

In her opening remarks, PDAO Head Deborah Dacanay expressed gratitude to Piolo Pascual, Councilor Melendez of District V, Rep. Delos Santos and the Probinsyano Party-List.

Rep. Delos Santos noted that the beneficiaries are excited to see actor Piolo Pascual. 

He acknowledged the presence of Councilor Melendez, among others. 

"This event will not be successful without the help of Jeff Fadillo," delos Santos said. 

Delos Santos revealed that a bill has been passed in the 19th Congress for the benefit of all senior citizens. 

He also disclosed that he has filed a bill in the 19th Congress for the grant of Php1,000 for the persons with disability (PWDs) and a 20 percent discount for food, medicines and services. 

The Probinsyano Party-List representative also divulged that the PWDs will also be prioritized during the elections wherein they will not be required to line up just to be able to exercise their right of suffrage.

Majority Floor Leader Dr. Doray Delarmente, as representative of Mayor Joy Belmonte, said that they are present in today's event to receive the donation of wheelchairs and gift packs. 

Delarmente read the message of Mayor Joy Belmonte, who expressed her heartfelt gratitude for the donation and gift giving. 

The mayor noted that 69,170 PWDs were registered in Quezon City. 

Melendez also expresssed her gratitude for endeavors in upholding and protecting the rights and welfare of the PWDs in the city. 

Fadillo expressed his gratitude to the Quezon City local government, Councilor Aiko Melendez and Majority Floor Leader Delarmente and Rep. Alfred delos Santos. 

He admitted that he had been a PWD himself and it's good that all the stakeholders are doing everything for the benefit and welfare of the PWDs. 

Piolo was elated for today's gathering for the betterment of PWDs. 

He stressed that whatever is lacking to anyone should not be a cause of concern, but rather, take it as an opportunity for the better. 

Pascual, Melendez, Delarmente, Delos Santos and Fadillo turned over the five of the 100 wheelchairs initially to the PWD beneficiaries.

Dacanay noted that" Quezon City is about one-fourth of Metro Manila."

"There are four cases now ongoing for falsification of PWD IDs who have taken away the 20 percent discount which should be for the PWDs" Dacanay said.

QUEZON CITY -- Executives of Bell-Kenz     

Pharmaceutical, Inc. on Tuesday (May 21) filed cyberlibel charges with the National Bureau of Investigation (NBI) against Dr. Antonio "Tony" Leachon. 

In a press conference at Max’s  Restaurant in Scout Tuazon, Quezon City, Atty. Alex Avisado, Jr. said it took time for Bell-Kenz to take action in the sense that they would like to have an air tight case against the malicious allegations of Leachon. 

The allegations of Leachon claimed that Bell-Kenz has been overcharging or allegedly engaging in unethical standard. 

Avisado stressed that "was it right for claiming that doctors are practicing their profession in exchange for Rolex watch."

"The disclosures of the doctors of Bell-Kenz are already complete," he said. 

According to Avisado, they may file an administrative complaint against Leachon in order to revoke his license to practice medicine. 

Avisado added that they are not only holding Leachon criminally liable, but also other doctors who are destroying the reputation of Bell-Kenz which was only providing medicines which are cheaper by 30 percent to the Filipino people. 

"Bell-Kenz is open to all government agencies for the conduct of an investigation in order to clear the name of Bell-Kenz from the malicious allegations of Leachon," Avisado said. 

Avisado said that Leachon went to the Senate and accused Bell-Kenz of allegedly switching his prescriptions. 

Atty. Dezery Perlez, Spokesperson of Bell-Kenz, said that they filed a criminal complaint for violation of the Ant-Cyber Law against Dr. Antonio Leachon. 

Lechon alleged or claimed that the doctors of Bell-Kenz are overcharging their patients in exchange for luxury cars.

"What we have filed is a criminal complaint and not a civil complaint which is penalized with imprisonment," Perlez said. 

Perlez added that the NBI would take action on the malicious posts in the social media of Leachon which also destroyed the reputation of doctors. 

Leachon, Go said, had malicious postings in the Twitter and X. 

"As of today, we have only criminally charged a single respondent," Perlez said. 

Atty. Joseph Vincent Go, legal counsel of Bell-Kenz, said that the allegations of Leachon had besmirched the reputation of Bell-Kenz. 

"At this point," Go said, "we are not sure where did Leachon gather his sources of Bell-Kenz doctors who were allegedly engaging in unethical standard in exchange for luxury cars, jewelries and others." 

Leachon, Go said, also had malicious postings in the Twitter.

QUEZON CITY — Mayor Joy Belmonte on Monday (May 20) said that it’s due time to hold the first International conference on responsible gambling and gaming addiction. 

Belmonte recalled the incident wherein a high roller gambler, who was a former government employee, who staged an attack inside a gambling casino that claimed the lives of many innocent victims and destruction to properties.

She noted that gambling and gaming addiction have evolved from traditional forms. 

“Gambling and gaming are not only present in resorts but also in other places,” Belmonte said. 

“It is a slimmer of hope. The luck strikes in one in a million,” she added. 

She noted that there are now 43 million online gamers in the Philippines, majority of which use online devices. 

There remains a vacuum to address their setbacks. 

She cited for an instance that here in the Philippines, gaming and gambling are regulated by PAGCOR that contributes income to the government which fund projects and programs of the government.

“We aim to achieve responsible gambling and address gaming addiction,” Belmonte said. 

Belmonte noted that among the participants in today’s event are the members of the academe, who would in turn, disseminate awareness and information on responsible gambling and gaming addiction and how to address them. 

” We are empowering the youth,” she said. 

“For as long as I am the Mayor, it (Solaire North) will be the only one in Quezon City,” Belmonte stressed. 

She had requested that the Casino North should not be visible to school children. 

The Quezon City chief executive stressed that there are 19,000 city hall employees who are prohibited entry to Solaire North, but they and their respective families can dine in the restaurants in the area, however, never in casino area. 

Belmonte expressed the hope that they would be able to obtain “hard data” to present to PAGCOR in order to receive additional income so that the social risks of casino gambling would be addressed. 

Alejandro H. Tengco, Chairman of PAGCOR, said that the conference that starts today is being held with the help of the Quezon City government and the Seagulls Flock Organization. 

Tetangco echoed the statement earlier made by Mayor Belmonte that about one-third of the 115 million Filipinos are involved in gambling. 

“We are now looking at different platforms that would address the concerns of gamblers,” Tetangco said. 

He added that PAGCOR is now looking at a software to mitigate the problem of gambling addiction. 

He assured the stakeholders of PAGCOR that they are fully behind their initiatives for responsible gambling and address gaming addiction. 

The PAGCOR chief cited Globe for making Gcash the number one cash solution. 

“We have so many licensees and I urge them to support Seaguls Organization,” Tetangco said. 

He also noted the big attendees in today’s event, expressing the hope that bigger attendees will participate next year. 

Tetangco said that 68 percent of the gross revenues of PAGCOR goes to the national government, PhiHealth, Philippine Sports Commissioner and other corporate social responsibility initiatives. 

“We are the top GOCCs — BIR, BOC, PAGCOR — that are contributing to the coffers of the national government,” he said. 

“In 2023, almost Php50 billion has been remitted by Pagcor to the national coffers which funded various projects and programs of the government,” he added.

Tetangco noted that the prevailing rule is that a Casino facility should be at least 200 meters away from school premises. 

He also said that with the advanced identification system with the use of Artificial Intelligence, some 1,000 individuals would surely not be able to gain entry into the integrated casino facilities nationwide. 

Tetangco also prematurely announced that PAGCOR is studying the earlier statement made by Mayor Belmonte for the putting up of a “Hotline” nationwide precisely to address the concerns and problem of gaming addiction. 

Teresita “Chit” C. Castillo, Chairperson of Seagulls Flock Organization, said that they are neither in favor nor against gambling. 

Castillo added that they are basically advocates of helping those who have become gaming addicts. 

She lauded the support extended by PAGCOR to the initiatives of Seagulls Organization. 

Jody Bechtold CEO of The Better Institute, Emeritus, International Gambling Counselor Certification Board (IGCCB), said that she is neither in favor nor against gambling. 

Bechtold said that they are into providing trainings and certification for responsible gambling. 

She added that they would like to help address addiction in gambling and awareness on responsible gambling.

Dr. Stephanie Diez-Morel, Vice President of IGCCB, Founder & President Reboot & Recover said “We used certified trainings for responsible gambling.” 

Dr. Morel added that they would like to help Filipino families who have problems in gaming addiction. 

Dr. Marc N. Potenza, professor of Child Psychology in Yale University, said that there are several points that are noteworthy. 

Gambling problems do not only affect the individual but also the people around them.

Authorities seeks Senate probe on so called ‘US-Gibo’ subversion, call out Admiral Carlos

 

QUEZON CITY – Alternative Think tank Asian Century Philippines Strategic Studies Institute (ASCPSI) on Friday (May 17) sought a Senate investigation-in-aid of legislation into the alleged “United States-Defense Sec. Gilberto ‘Gibo’ Teodoro” subversion as it hailed Admiral Alberto Carlos.

During the Media Forum at the Packo’s Bar and Restaurant, ASCPSI President Herman “Ka Mentong” Tiu Laurel said that they are an alternative think which only protects the interest of the Filipinos and the whole nation, especially in the current issues, concerns and controversies about the South China Sea (SCS).

Laurel noted that Admiral Carlos, “being caught under the bus”, pinasasagasa sa ilalim ng bus si Admiral Carlos, so to speak.

He stressed that the recent pronouncements of Commodore Jay P. Tarriela, the Spokesperson for the WPS, seemed to have insubordinated the foreign policy direction set by President Ferdinand “Bongbong” R. Marcos, Jr. that “goes down to the path of peace”, deescalate or palamigin ang tension sa SCS.

“Malinaw po ang instruction or policy direction ng Pangulo ng Pilipinas ‘for deescalation’ in the WPS,” Laurel said.

The ACPSSI chief executive noted that the dialogue between two top foreign officials had the imprimatur of the highest official of the Philippines.

Laurel cited the pronouncements of official position of the Marcos administration that the Philippines needs “paradigm shift” in dealing with the sea row – ang pag-aaway sa karagatan na kailangan nan ang pagbabago.

“We have to stop in going that way. We have gone the wrong road. Find a peaceful road to go down,” President Marcos had said.

President Marcos and Chinese President Xi Jinping met on the sidelines of the APEC Summit 2023 in November last year. Top diplomats of China and the Philippines discussed tensions in the sea.

Philippine Foreign Affairs Secretary Enrique A. Manalo and Chinese Foreign Minister Wang Yi had 8th Philippine-China discussed bilateral cooperation and bilateral communication mechanism on the South China Sea in February this year.

It was reported that AFP Western Command (Westcom) chief Admiral Carlos agreed to China’s “new model”.

Laurel also cited the article of former Senator Francisco “Kit” Tatad in The Manila Times entitled “Thick fog, or ‘hamog’ over the West Philippine Sea”.

He stressed that Tarriela and not Carlos should be the one to be investigated in connection with the Transparency strategy in the WPS, which according to Tarriela, will continue despite the de-escalation with China.

“The proper body to investigate this is the Senate Committee on Foreign Relations chaired by Senator Imee R. Marcos,” Laurel said.

It was also reported that Sen. Marcos grills DFA’s Manalo for allegedly “xeroxing” the Defense Strategy of the United States of America.

Laurel noted that if the Senate could not convene to conduct an investigation-in-aid of legislation on the “insubordination” or even “subversion” for undermining the government policies purportedly committed by Tarriela, they will organize a “People’s Tribunal”, saying that “Let the people decide”.

At a press conference on Earth Day 2024, environmental, climate justice, and multisectoral groups called attention to the climate crisis-exacerbated impacts of the ongoing El Niño, which is expected to bring even warmer temperatures in May and is projected to be succeeded by the opposite La Niña phenomenon by the second half of the year.

The latest situational report of the National Disaster Risk Reduction and Management Council (NDRRMC) reports that as of April 20, at least 58 cities and municipalities have declared a State of Calamity amid El Niño, nearly 30,000 farmers and fisherfolk have been affected, and damage to agriculture alone has reached over Php 1.2 billion.

Carrying a representation of the Earth burning with fever, the groups led by the Philippine Movement for Climate Justice (PMCJ), the Center for Energy, Ecology, and Development (CEED), Bukluran ng Manggagawang Pilipino (BMP), SANLAKAS, Oriang, Samahan ng Progresibong Kabataan (SPARK), and others called on the Philippine government to declare a national climate emergency.

In a statement, the groups questioned the adequacy of the Marcos administration’s preparation for and action to “alleviate the impacts of El Niño exacerbated by the climate crisis on Filipinos, who are yearly robbed of their lives and livelihoods from intensifying climate impacts.” The groups also “denounce its development directions that aggravate our climate vulnerability and contribute to worse global warming - including allowing the proliferation of mining in vulnerable areas, and backing massive expansion and reliance on dirty coal and gas.”

“The Philippine government can lead Filipinos toward either climate justice and action, or hunger and death. We will not allow the latter,” the groups said.

“We call on the Marcos administration to finally and genuinely acknowledge the climate crisis, and declare a national climate emergency now. In doing so, it must allocate funds for the adaptation and resilience of vulnerable communities from intensifying climate impacts, including immediate relief for communities impacted by the El Niño; commence the phaseout of massive coal dependence, reject the expansion of reliance on gas, and ensure a swift and full transition to 100% renewable energy; implement development policies and planning for safe, sustainable, resilient communities at the national, subnational, and local levels; and secure the finance and resources necessary for sustained and ambitious climate mitigation and adaptation and reparation for past climate impacts, by representing the genuine interests of the people in multilateral international spaces and guided by the principle of climate justice,” read the statement.

“Kuha sa Tingi” project in QC and San Juan City shows proof-of-concept

 

QUEZON CITY, Philippines (22 March 2024) — Aside from being a key solution to the plastics pollution crisis, large-scale investment in reuse and refill systems is better for consumers and retailers, data from a new report shows. 

The report, Kuha sa Tingi: Bringing back sustainability into Filipino tingi culture,[1] is published by Greenpeace Philippines and was launched today in Quezon City. It presents the successes of the “Kuha sa Tingi” project that seeks to replace single-use plastics with refill systems as a means to mitigate plastic pollution across the plastic lifecycle, while revitalizing the ethos of the Filipino tingi culture. 

Pioneered by Greenpeace Philippines, RIPPLEx, and the local governments of San Juan City and Quezon City in 2023, the Kuha sa Tingi project introduced small-portion refill systems for personal and home care products in city sari-sari stores at highly competitive price points. 

Proponents believe that the project is proof-of-concept that reuse and refill systems are not just effective solutions to the plastic crisis, but are also sound business models that benefit suppliers, retailers, consumers, and local government units—while helping protect the environment and communities. 

The scourge of sachet pollution by manufacturers is one of the main drivers of plastic pollution in the country.[2] However, sachet production remains largely unregulated, highlighting the urgent need for alternative solutions as well as comprehensive policies to address this problem.

“This report proves that sachet pollution will be a thing of the past when reuse and refill systems are adopted at scale,” said Marian Ledesma, Greenpeace Philippines Zero Waste Campaigner. 

“The government must drive major investment into these solutions while instituting strong policies to regulate and eliminate single-use plastics. With political will, as seen in Quezon City and San Juan City, these models can be effectively replicated and scaled up, and will provide benefits to citizens and the local government unit by reducing sachet pollution, material resource usage, and greenhouse gas emissions. In doing so, they subsequently decrease the harms felt by affected communities throughout the lifecycle of plastic.“

“Aside from selling products as refills, through this project, I learned that plastic waste has become a large problem in society. Every time we buy sachets, we merely throw them anywhere. If we purchase refills, we will be able to avoid plastic waste altogether,” said Narciso Marcelo, a sari-sari store owner from Brgy. West Crame, San Juan City.

According to the report, Kuha sa Tingi displaced more than 50,000 sachets during the pilot periods in San Juan City and Quezon City.[3] During the same period, consumers experienced average savings of 201% when opting for refills over sachets. 

Moreover, participating sari-sari store owners reported an average 15% increase in profit, with some even discontinuing the sale of dishwashing liquid in sachets due to either decreased demand or improved profitability.

Mayor Francis Zamora of San Juan City said, “Kuha sa Tingi has proven to be an effective program in San Juan City to lower the use of single-use plastic, increase environmental awareness, and provide livelihood to our constituents. I would like to thank Greenpeace and RippleX for making this possible in the city. We hope to replicate this in other areas in the city and Metro Manila.”

Mayor Joy Belmonte of Quezon City, said: “While Quezon City targets the reduction of its solid waste generation by 50% in 2030, sachet waste that clogs our waterways and drainage systems demands immediate action. Innovative programs like Kuha sa Tingi tackle this challenge head-on. By transforming sari-sari stores into refill hubs for everyday essentials such as liquid detergent, fabric conditioner, multi-purpose cleaner, and dishwashing liquid, we are empowering our residents to embrace a sustainable lifestyle by choosing reusable options, creating a win-win solution that protects our environment, saves money for our residents, and increases income for store owners.”

The report recommends that:

1. The Philippine government ensures a strong regulatory framework that addresses plastic pollution at the root by looking at the complete lifecycle of plastics, instead of just focusing on waste management. 

2. Alongside existing measures such as the local government ordinances, and the Ecological Solid Waste Management Act, the government should mandate, and provide strong support for, reuse and refill systems.

3. The EPR Act should be revised and strengthened to change its focus from plastic waste recovery and disposal to the reduction of plastic production in order to make it an effective law.

4. Corporations must change the way they do business and enact widespread systemic changes on what materials they rely on, as well as on their product delivery systems. To begin with, they need to start phasing out sachet packaging, and then drastically reduce and eventually eliminate the production of disposable plastic packaging and products.

The report concludes that accelerating the transition to reuse and refill systems, as well as reducing and eventually eliminating the production of single-use disposable plastic products and packaging will secure environmental justice, contribute to better health outcomes, advance climate action, and protect the well-being of every FIlipino.

NCMF confirm Hajj 2024 must continue otherwise

QUEZON CITY -- National Commission on Muslim Filipinos (NCMF) Officer-in-Charge Sec. Atty. Michael Mamukid on Friday (March 22) confirm that the Hajj 2024 must continue otherwise any trials might face.

In a press conference, the NCMF OIC Sec. Mamukid said "Our burden  now is we are up against time as the portal of Hajj Ministry will end soon."

"We are therefore summoning to all  caring  department to ease the regulations and expedite the continue transfer of payment in order for us to beat the deadline imposed by the Saudi Arabia Ministry of Hajj," Mamukid added. 

The private entity may collect the payment after the Hajj.

The DILG has earlier expressed its profound support for the Hajj 2024. 

Cong. Mohamad Khalid Dimaporo said that as the Chairperson of the House Committee on Muslim Affairs, they are sick and tired of the investigations being conducted about Hajj. 

The NCMF is now required to comply with the requirements of the DOF.

"We don't want the NCMF to be slapped with Ombudsman cases," Dimaporo said.

That's where the NCMF has difficulties and because of that the Hajj 2024 may have a hard time.

What's missing now is the DBM. And the NCMF was only met by a DBM service director.

According to Dimaporo, DBM Sec. Amena Pangandaman, a Muslim sister herself, should meet with the NCMF officials.

The House of Representatives was assured that the NCMF is in "safe hands" with OIC Sec. Michael Mamukid.

As of today, there are 5,578 Filipino pilgrims, where 2,000 has already paid. The service provider in Mina was able to secure accommodation in Saud Arabia for Filipino pilgrims. 

The Bureau of the Treasury has also expressed its full support to the Hajj 2024.

The problem now is how to institutionalize Hajj, especially in the coming years.

Sec. Mamukid assured that the 2024 Hajj will be different.

Dimaporo stressed that the 2023 Hajj had no problems in the sense that no one was stranded.

It was noted that Sulu Vice Gov. Sakur Tan was very disappointed with the food served to the Filipino pilgrims during the 2023 Hajj.

Dimaporo noted that it was already cleared with the COA and the DOF. The only problem now is with the DBM.

The COA ruled that the Mutawiff fee paid by pilgrims is public funds therefore, must go through regular process like any other government funds and because of this, it will take a long time before the money reaches Saudi Arabia. 

He stressed that the issue now is the reforms being implemented by Saudi Arabia as the Philippines is not familiar with the measures being taken by Saudi Arabia.

Dimaporo noted that Filipino pilgrims can freely seek sponsorship or financial assistance from private companies for their Hajj. 

"You cannot assure that there will be no problems in 2024 Hajj," Dimaporo said.

"We are hoping and praying that Hajj 2024 will be successful and productive," Mamukid said.

An Indian trade mission visits Philippines seeking opportunities of collaboration in the Chemical sector

 

The delegation is made up of more than 20 companies engaged in 

manufacturing and trading of Dyes, Dye intermediates, Organic & Inorganic 

chemicals including Agro chemicals, Speciality chemicals and Cosmetic 

sector for multiple applications in the textile, pharmaceutical, agriculture,

water treatment, plastic, toy, cosmetic and beauty industries, among others.

Trade relations between the nations have grown gradually over the years, 

with the impact of the India-ASEAN FTA in Goods and yet the existing

relationship is tuned to maximize its potential as both economies are 

growing and are complementary to each other. Indian investment in 

Philippines over the years has been mainly in the areas of yarn and textiles, 

IT&ITes, infrastructure, chemicals, automobiles, pharmaceuticals and 

agriculture processing (coconut).

Indian chemical exports to Philippines amounted to USD 75.94 MN & 114.09

MN reporting a growth of 35% during FY 2021-22 followed by 11.82% in FY 

2022-23 respectively. The major sectors witnessing growth included Dyes,

Inorganic , Organic and Agro Chemical sector.

The delegation of 18 Indian companies is scheduled to visit Manila, 

Philippines aiming to explore areas of collaborations and mutual 

cooperation within the framework of a trade mission organized by the Basic 

Chemicals, Cosmetics and Dyes Exports Promotion Council (CHEMEXCIL)

and the support of the Indian Embassy in Manila, Philippines.

QUEZON CITY -- Former Ilocos Sur Gov. Luis "Chavit" Singson on Sunday (Feb. 25) urged transport groups to acquire electric jeepneys due to bureaucratic red tape and the funds unavailability.

During the Kapihan sa QC hosted by Angelo Almonte at Mangan-Tila Restaurant, Singson of the LCS Group of Companies, said that at least 500 units of e-modern jeepneys are expected to arrive in March from South Korea, while plans are being finalized for the establishment of charging stations.

He added that there are plans to set up a local factory in the country to bolster domestic production and provide job opportunities for Filipinos.

"We will offer financing for jeepney operators through local government units. This will be funded with no required downpayments, zero percent interest, and manageable amortization," Singson said.

Several transport groups hailed Singson's initiative to provide financing for the acquisition of modern jeepneys.

Singson assured that he will shoulder all the expenses for the jeepney modernization, without any costs to the jeepney drivers and operators. 

He asked for genuine sincerity on the part of jeepney operators and drivers such that there will be no capital, zero interest for the acquisition of modern jeepneys from South Korea. 

Singson just arrived from South Korea yesterday. More than 20 Korean companies agreed to manufacture modern jeepneys for Filipinos. 

He assured that he has no commissions, no downpayment, no guarantee from the jeepney operators and operators and with only minimal amortization for the acquisition of modern jeepneys, saying that, he is not competing with Filipino companies. 

Liga ng Transportasyon at Operators sa Pilipinas (LTOP) President Orlando “Ka Lando” Marquez said that electric jeep, electric bus and electric pump for agriculture, as well as the solar power will now be utilized. 

Marquez boasted of the modernized jumbo jeep, which is airconditioned, the only one that collects Php13.00 minimum fare.

They are grateful to President Ferdinand "Bongbong" R. Marcos, Jr. for the extension of the consolidation of the jeepneys until April 30, otherwise, they could not avail of Singson's initiative. 

Marquez said that they all agreed with the initiative of Singson in the sense that they cannot afford to produce 30 percent as required under the jeepney modernization program.

He cited that former President Ferdinand E. Marcos, Sr. has declared that the National Transport is the Traditional Jeepney, which he said, under the jeepney modernization program was changed to modern jeep with Chinese characters.

Modern computerized and digitalized 

Likewise, Singson said that he will also put up solar power charging stations in Ilocos Sur at minimal cost to the jeepney operators and drivers who would avail of the charging services.

The former governor even advised his provincemates who own traditional jeepneys and tricycles to sell their units to another province and he will help them acquire modern units.

Singson stressed that he is not in favor of the April 30 deadline for the jeepney modernization, saying that, for as long as there are still no available modern jeepneys, there should be no such a deadline.

""No collateral. Only the face value of the jeepney operators and drivers," Singson said referring to the requirement for the South Korean made modern jeepneys.

He estimated that a unit of a modern jeepney, the parts of which will come from South Korea, and to be assembled in the Philippines would cost more than Php1 million each unit.

Singson also cited what he did during the conduct of the Miss Universe in the country, which is "at cost" such that whether or not it will be profitable, just the same, it has to be held in the Philippines.

He likewise that there's no more money transactions all over the world, but through crypto currency that is a product of digitalization.

Singson stressed that he would consult and seek a clearance from the Philippine government on the possibility of including the taxicabs in the acquisition of modern jeepneys with the utilization of Korean technology.

The technology will be perfected in South Korea and will be brought to the Philippines.

Pinoy inventors Ricky Punzalan, member of Filipino Inventors Society (FIS), and "wonder loop", and Jun De Jesus, inventor of HighMax turbo power simulator, introduced the car engine additives and gadgets to enhance engine performance and reduce fuel costs.

Both the "wonder loop" and "HighMax", which transition to the heating of the air and converted into fuel and zero emission are duly certified by the Department of Science and Technology (DOST).

According to the two Pinoy Inventors, Euro 1 Euro 2 will be transformed to Euro 4 and Euro 5 will be transformed to Euro 6 for attaining the zero emission of carbon dioxide into the atmosphere. 

Marquez also lambasted that the Oil Deregulation Law was the root cause of the demise of the transport industry because of the expensive gas and petroleum products.

He noted that "wonder loop* and "HighMax" have complied with the standards set under Euro 5.

He expressed his profound gratitude to President Marcos, Jr .for the jeepney modernization program for the public utility vehicles.

Marquez hailed President Marcos, Jr .for promoting the digitalization of jeepneys.

He even cited that when he was the FIS President, his invention was ignored, and it was Department of Sayang Technology, but with President Marcos, Jr., it is now really Department of Science and Technology.

The mineral used to produce steel is sourced from the Philippines and is now turning to fiber glass technology.

According to Singson, fiber glass technology is not expensive now because of its many uses and its abundance in the Philippines.

PhilHealth benefits in Universal Healthcare Law

While the fourth series of "The Agenda" media forum at Club Filipino on Friday (Feb. 16) hosted by Atty. Siegfred Mison, a video presentation showed about the RA 7875, or the “National Healthcare Act of 1995”, which provides health insurance to both public and private employees.

As of June 2023, there are 66.1 million PhilHealth members, 29.8 million are considered as dependents, including the illegitimate children.

As of January 2024, PhilHealth has a total of Php2.73 trillion in assets, Php762.8 billion income and Php183.3 billion cash inflow.

Agri Party-List Rep. Wilbert Lee and a member of about 20 Committees in the 19th Congress of the House of Representatives, said that in September 2023, he learned from Filipinos when he visited people in the countryside that some Filipinos were not admitted to hospitals because they

PhilHealth has Php466 billion investible funds invested in different 68 billion as of July 2023, Php100-billion subsidy coming from the national government every year coming from indigent Filipinos.

Only Php27 billion was the debt of PhilHealth from hospitals, which were settled by PhilHealth, hence, its members can avail of the benefits under PhilHealth coverage.

8,000 different case rates which can be deducted by PhilHealth. In October 2023, Rep. Lee filed a bill seeking to increase the benefits that can be extended to its members.

Since 13 years ago, the case rates of PhilHealth has not been increased or adjusted such that the Php300.00 monthly contribution has not been increased.

Php150,000.00 to Php600,000.00 PhilHealth coverage on cancer cases has not been increased since 13 years ago. 

PhilHealth is mandated to reserve Php466 billion fund, under its Charter, it’s very clear that the excess money can only be used in the increase of health benefits for its members.

He mentioned that the investments of PhilHealth of Php466 billion earned an interest of Php20.7 billon alone.

Rep. Lee noted that many Filipinos were not able to avail of the maximum benefits from PhilHealth due to lack of ample funding, which in turn, made them to turn to other new doctors who do not provide for PhilHealth coverage for their professional fees.

He mentioned that rich businessmen should have bigger contributions in the Healthcare provisions for the common workers.

Eventually, Rep. Lee, PhilHealth should be an HMO (Health Maintenance Organization) where there should be a “zero balance’ in the hospitalization of its members. He cited for an instance the Healthcare benefits in Montreal, Canada; London, United Kingdom and Singapore.

“It is the obligation of the government to protect the health condition of its citizens,” Rep. Lee.

He stressed that many Filipinos in the countryside have not been going to the public hospitals due to lack of necessary health facilities in order to provide them with proper healthcare.

Atty. Luke Espiritu, Labor Lawyer, stressed that the PhilHealth Law is insufficient such that there should be an appropriate law providing for sufficient Healthcare benefits.

Atty. Espiritu cited the minimum wage law is not enough for common workers to avail of proper healthcare and that the workers should have a “just share” of the profit of the business, where the healthcare of the majority of the Filipinos can be extricated.

According to the National Wages and Productivity Commission, there should be proportionate just living contributions of both the employer and the employees in so far as their healthcare is concerned.

Atty. Espiritu noted that the share was even “gambled” to the Maharlika Investment Fund.  

Leodegario ‘’Ka Leody’’ de Guzman, Labor leader, said that the Healthcare should be a “public service”, noting that it’s difficult to have a proper healthcare system which is being controlled by big businesses.

De Guzman added that all the public services are apparently made as “businesses”, stressing that the government should think “out of the box” in the healthcare system in the sense that the government should make Filipinos healthy through providing a “framework” other than “business”, which should not be a “ capitalist framework”.

The government, he said, should not spend trillions in pesos in PhilHealth, which for him, only went to corruption such that the “bidding process” in its programs and projects were not done in compliance with the Procurement Law.

Philippine groups heed Global Call Against Genocide in Gaza

A hundred thousand broken hearts and broken lives on Valentine’s Day. Since October 7, around 1% of the 2.27 million population of Gaza has been wiped out and the wounded and the dead are disproportionately women (5,300) and children (9,000) . Around one in 120 children in Gaza has been killed or enough to fill 177 buses with 72 kids per bus. 

More worrying is that the attacks are now targeting the last remaining safe areas in Gaza, where more than 1.2 million refugees have evacuated. There is no let-up in attacks of the Israel Defense Force or IDF against the people of Gaza.

Peace advocates, student organizations, women’s organizations, and other civic organizations from the National Capital Region and other areas in the country will announce their position and participation on February 17, Global Day of Action Against Genocide as they heed the Global Call for accountability against the war crimes and apartheid committed by Israel upon the people of Palestine. Initiated by various international groups, this Global Call to Action Against Genocide (GDOA Against Genocide) is coming as the global call to end the hostilities in Gaza and the West Bank gains more steam post-January 26 decision from the International Court of Justice or the World Court on Israel. The decision of the World Court is for Israel to stop all actions that can be construed as genocide.

QC all set for biggest Chinese New Year celeb on Feb.

QUEZON CITY -- Quezon City led by Mayor Joy Belmonte is all set for the city's biggest three-day celebration of the Chinese New Year on Feb.  9-11.

Malacanang has declared Feb. 9, 2024, or a day before the Chinese New Year, as a "Special Non-working Day".

In a press conference on Wednesday (Feb. 7) at the 15th floor Executive Lounge of the Quezon City Hall Main Bldg, Mayor Belmonte said that "These festivities signify our commitment to promoting Banawe as a place to enjoy our unique Filipino-Chinese heritage through a variety of cultural attractions. Local and foreign tourists can take part in many delightful activities during the three-day celebration."

"Magkakaroon din ng pagkakataon ang ating mga kababayan na mapalago ang kanilang kaalaman ukol sa mayamang kultura ng mga kapatid nating Chinese (Our countrymen will also have the opportunity to widen their knowledge about the rich culture of our Chinese brothers and sisters)," Belmonte added.

City Ordinance No. 2453-2015 declared Banawe Street and its environs as the city's very own Chinatown district, which is the largest in the world with a total area of 5,919 square kilometers.

Ma. Cristina Tetta A. Tirona, Officer-in-Charge of the Quezon City Tourism Department, said that Quezon City will celebrate its 85th Founding Anniversary this year.

Tirona added that the year-long Founding Anniversary celebration will start with the three-day Chinese New Year celebration on Feb. 9 to 11.

The first day of the celebration on Friday, Feb. 9 will highlight the Chinatown heritage tour of Banawe, the first of three batches, with 41 media practitioners who have confirmed their presence and 33 purveyors in the Chinatown food fair.

There will be a lion and dragon dance and cultural performances by renowned artists and members the Chinese community.

The program proper will be held on Feb. 10 and the Chinatown bike tour will be held on the second day. 

Highllihting the celebration will be the fireworks display.

The Quezon City Tourism Department Chief expressed the hope that around 100,000 foreign and local tourists will be reached or come and join the three-day celebration.

Quezon City Rep. Arjo Atayde said that he and Mayor Belmonte are very supportive of the projects and programs of the Chinese community in the city considering that they have been providing substantial source of income to the city as well as livelihood to the city residents.

Also present during the press conference were Joaquin Co, President of the Quezon City Association of  Filipino-Chinese Businessmen, Inc. (QCAFBI), said that the three-day Chinese New Year celebration will be the biggest in history.

Quezon City Police District (QCPD) Director Brig. Gen. Redrico Maranan said that they will deploy 250 uniformed personnel to provide crowd security and area security in a major security framework in order to maintain peace and order during the celebration.

He stressed that as of today, they have not monitored any "security threats" that may compromise the order and safety of the three-day Chinese New Year celebration.

Maranan added that Lt. Col. Avenido, commander of QCPD Station 1, will be the ground commander and he will be supervised by Camp Karingal.

Also present was Charles Chen, Chairman of the Quezon City Chinatown Development Foundation, Inc.:Joseph Lim Bon Huan, Immediate Former President of the QCAFBI, among others.
