Advocates present Climate Justice Agenda ahead of SONA; Call on Marcos Jr to “turn words into action”

 


Quezon City, 18 July 2024—Ahead of President Marcos Jr.’s upcoming SONA, Greenpeace Philippines calls on his administration to put its  promises into action, and adopt a Climate Action Agenda that can secure the survival and wellbeing of Filipinos now and in the coming decades. The group says that, as a start, Mr. Marcos must ensure the swift passage of the Climate Accountability (CLIMA) Law.


Recently, the Philippine government achieved its bid to become the host of the United Nations Framework Convention on Climate Change (UNFCCC) Loss and Damage Fund (LDF) Board[1]. While this hosting is mostly symbolic, the move has served to reinforce the current administration’s apparent ambitions to be a recognized leader on climate justice in the international stage. 


“However, the measure for the administration’s and President Marcos’s credibility on tackling this issue will be both in the policies that will be prioritized and instituted nationally, as well as in the positions the government will champion and advance in international negotiations in the coming months,” Greenpeace Campaigner Jefferson Chua said. “Mr. Marcos must seek accountability from fossil fuel companies, make these climate polluters pay for loss and damage, call for and steer the country towards a full, fair, fast, and funded fossil fuel phase out, and redirect the economy towards greener and more equitable systems.”


Buklod Tao, Inc. Founder and President Manuel “Ka Noli” Abinales shared their community’s experience from climate impacts, echoing the calls for accountability, “Since the 70s up until this decade, our community residing at the banks of Nangka and Marikina Rivers has been vulnerable to climate change. The river has grown and it has been constantly eating away the ground where dikes are constructed. This cycle of repair and wall collapse just adds to the cost our government spends.


“While vulnerable communities like us continue to suffer from climate impacts, oil and gas companies only get richer from their profits. We hope that our government recognizes this injustice, as they continue to spend the nation’s resources while climate polluters do not even contribute to the repairs.”


WR Numero Senior Researcher Cid Manalo presented a survey they recently conducted on how Filipinos view some of the most pressing environmental issues, “Filipinos are generally anxious about the negative consequences of climate change to their family and immediate communities. The Philippine situation is a concretization of the double-burden experienced by people from the developing world whose anxieties are furthered and made more complex by the intersection with worries brought by the lack of support to basic social services.

“The collective inaction (of those in power) towards the climate crisis, through unmet global commitments and targets is not helping ease these worries. Immediate, lasting, local climate solutions that continuously integrate the needs and critically involve our communities provides one of the paths towards easing both anxieties.”


“Beyond words and symbolic gestures, climate justice must be the top priority of the government,” Greenpeace Campaigner Virginia Benosa-Llorin said, “Mr. Marcos must adopt a Climate Justice Agenda that can serve as a framework for environment and climate protection that is grounded on human rights and corporate accountability. The most important thing he can do right now is to speed up the passage and ensure the effective enactment of the Climate Accountability (CLIMA) Bill (HB9069)[2] and begin the process of litigating carbon majors for climate impact damages to the Filipino people.”

Greenpeace Philippines is calling on the Marcos administration to establish a Philippine Climate Justice Agenda that will:

  1. Exact climate accountability from fossil fuel corporations;

  2. Demand and secure payment for climate loss and damage;

  3. Steer the country towards a full, fair, fast and funded fossil fuel phase out; and

  4. Redirect the economy towards greener and more equitable systems.


Concretely, what President Ferdinand Marcos Jr. can do now is:

  1. Speed up the passage of, and enact, the Climate Accountability Bill;

  2. Start the process of litigating carbon majors for climate impact damages to the Filipino people;

  3. Review and cancel memorandums of understanding (MOUs) from line agencies such as the Department of Environment and Natural Resources (DENR) with companies that perpetuate the climate crisis and who likewise deny their responsibility in the climate crisis;

  4. Champion the Climate Damages Tax and other innovative sources of finance to ensure not just adequate funding, but, importantly, payment from corporations, for loss and damage;

  5. Stop all plans for nuclear energy, fossil gas expansion and other false solutions; and

  6. Enable policy reforms to reshape the economy to enable climate justice and community resilience.

Pacquiao will receive this year’s FPA’s Golden Leadership and Family Award (Golden Leaf) for Sports and Philanthrophy.

The award recognizes Pacquiao’s exceptional achievements in the boxing world, as well as his unwavering dedication to using his platforms for charitable endeavors.

Rep. Pleyto and his family will receive the Golden Leaf Award as model family on July 19-21, 2024 at the 112-year-old historic Manila Hotel.

Rep. Pleyto is the Vice Chairperson of the House Special Committee on Nuclear Energy in the 19th Congress.

10 million Solar Rooftops summons to set in motion in Quezon City


 

Civil society groups, communities, and government representatives, including DOE, ERC, and LGU champions on Tuesday (July 16) held a forum launching of an ambitious goal of 10 million solar rooftops across the Philippines. 

At the launching at Novotel Manila Araneta City, the theme of the event is “Clean and Affordable Renewable Energy: Launching of the 10 Million Solar Rooftops Challenge”

It was the third launching of such challenge since the first summit held in 2018 and since Typhoon Yolanda struck 10 years ago.

Launched days before President Ferdinand Marcos' Third State of the Nation Address on July 22, the initiative sets forth a challenge for the national government to bring to life its pledge of making renewable energy "the way forward" for the country. 

Also present during the launching were Caritas Philippines, P4P Coalition, CEED, New Energy Nexus, Bp. Gerry Alminaza, WWF Philippines, Institute for Climate and Sustainable Cities, ReBoot Philippines, ICLEI Southeast Asia, ADDU-CREATE, Agropolis, CREST, and others. 

Gerard “Gerry” Arances, convenor of Power for People Coalition, in his remarks, as one of the lead convenors of the first Clean and Affordable Renewable Energy (CARE) Summit held in 2018, the Power for People Coalition opened the Third CARE Summit by taking stock of the incredible gains that the ecological and climate justice movements have won in the advancement of renewable energy in the Philippines.

Arances invited everyone in joining in the endeavor of building a new movement for renewables.

He noted that never was it experienced in for the longest time that the temperature has reached 46 to 50 degrees which hit most parts of the country.

Arances stressed that he cannot fathom that it would reach 1.5-degree for surface temperature for the first time in human history.

“In a two-degree world, halos lahat ay mawawala,” he said, adding that “We are an archipelagic country and 60 percent of our food intake are aquatic.”

“We are in a precarious situation and it is frightening,” Arances stressed.

He noted that rom a 40-megawatt coal plant, it is now down to 25-megawatt, and the 3.6-gigawatt coal plants were not constructed, notwithstanding the pollution, and most of the inhabitants in those areas are suffering from respiratory illnesses.

And the epicenter is in Batangas, he said, particularly the Verde Island Passage (VIP).

For the past five years, 51.23% of incidents of forced outages were attributed to coal power plants, and 19.87% were to fossil gas, meaning that, the main culprit of rotating brownouts is the forced outages of fossil power plants such as coal-fired power plants.

For World Population Day 2024: CPD, UNFPA, PLCPD urge passage of Adolescent Pregnancy Prevention Bill

 




MANILA, PHILIPPINES – For this year’s World Population Day, the Commission on Population and Development (CPD), the United Nations Population Fund (UNFPA) Philippines, and the Philippine Legislators' Committee on Population and Development (PLCPD) emphasized on July 11, the urgent need for the passage of the Adolescent Pregnancy Prevention Bill in the Philippines. 

The institutions, alongside other government agencies, made the call during a media conference for World Population Day. This year's theme, "Embracing the power of inclusive data towards a resilient and equitable future for all," underscores the importance of addressing adolescent sexual and reproductive health and rights (SRHR) with comprehensive policies and programs.

Data from government agencies and UNFPA’s State of World Population 2024 report reveal the persistent challenges faced by adolescents, including high unmet need for family planning, concerning adolescent birth rates, and rising cases of HIV/AIDS. These issues disproportionately affect marginalized communities, emphasizing the importance of inclusive data collection and targeted interventions.

For the Philippines, CPD noted a hike in total live births by young girls aged 10-19. According to the Philippine Statistics Authority’s most recent release of Registered Live Births in the Philippines, these live births rose from 136, 302 in 2021 to 150, 138 in 2022, a 10.2% increase. 

The CPD is deeply concerned about the increase in adolescent pregnancies, especially among our very young girls. Beyond numbers, these pregnancies are manifestations of social injustice, where helpless girls are deprived of opportunities to achieve their aspirations because of their lifelong and irreversible consequences.  It reflects a societal failure to promote and enable them to fully exercise their rights as children and human beings,” expressed CPD Executive Director Lisa Grace S. Bersales.

“We cannot overemphasize the significance of having the bill enacted. Aside from its social justice and human rights perspectives, creating an enabling policy environment to protect young people from unplanned pregnancies and its consequences, is critical in enhancing the socioeconomic growth potential of the country. As the main duty bearer, the government has the main responsibility to create such an environment.” said the undersecretary for population and development, or POPDEV.

"We now know that adolescent pregnancy rates in the Philippines are relatively high, especially compared to similar countries in the region. There's a considerable unmet need for family planning among adolescents, indicating a lack of knowledge and access. HIV and AIDS are on the rise among young people. Additionally, issues like gender-based violence and child marriage persist, especially in marginalized communities,” said UNFPA Philippines Country Representative Dr. Leila Saiji Joudane during the event (see attached file for copy of opening remarks).

Joudane said having a law that addresses adolescent pregnancies can provide a framework for comprehensive action, addressing the root causes of the issue and ensuring that young people have the information and support they need to make healthy choices. "The passage of this bill is a crucial step towards empowering young people and ensuring their right to sexual and reproductive health,” she said.

The Adolescent Pregnancy Prevention Bill is a comprehensive piece of legislation aimed at addressing the root causes of adolescent pregnancy. It provides for comprehensive sexuality education, improved access to adolescent-friendly SRHR services, and data collection mechanisms to inform future policies and programs.

"It is important to recognize that as we want to protect children and adolescents, they have the right to have access to age- and development-appropriate information and services, including family planning. In our minds as advocates of children’s rights, women’s rights, and reproductive health: there are no contradictions in this, but only the coexistence of the rights to be protected and to have access to information and services," explained PLCPD Executive Director Romeo C. Dongeto.

The bill, which has been approved by the House of Representatives and pending plenary discussion at the Senate, is only four steps away from approval in the Senate and six steps away from enactment.

“We can no longer delay this measure. Let us not allow the effort and discussions started in the previous Congresses and in the early 19th Congress to go to waste. We call upon the Senators to act on this bill with urgency,” Mr. Dongeto added.

The agencies called on the Senate to prioritize the passage of this vital bill, emphasizing that it is a critical investment in the future of young Filipinos.

They urged all stakeholders to rally behind the bill and champion the rights and well-being of adolescents for a more equitable and prosperous future for all.

Joint Briefing on ARTA-FDA-DOH-PEZA'S Iniatives on Medical Drug and Device Manufacturers



QUEZON CITY -- The Anti-Red Tape Authority (ARTA), Department of Health (DOH), Food and Drug Administration (FDA), and Philippine Economic Zone Authority (PEZA) are collaborating to improve the efficiency of the pharmaceutical industry in the Philippines. 

The initiative aligns with President Ferdinand "Bongbong" R. Marcos' focus on bureaucratic reform and in accordance with Republic Act 11032, or the “Ease of Doing Business Law”.

In his opening remarks, ARTA Deputy Director General for Operations Undersecretary Gerald G. Divinagracia said as part of its mandate, ARTA has been in the forefront of implementing RA 11032, or the “Ease of Doing Business Law”.

Divinagracia added that none of these accomplishments would not be possible without the Divine intervention.

“Together, let us embrace this opportunity to ‘Bagong Pilipinas’,” he said.

In his keynote message on initiatives on medical drug and device manufacturers on Monday (July 1) at Novotel, Special Assistant to the President for Investment and Economic Affairs (OSAPIEA) Secretary Frederick D. Go, represented by Undersecretary Jose Edwiniel C. Guilas, who spoke in behalf of Secretary Go.

Go said that he is pleased to witness the gathering of the government agencies, private sector and the stakeholders in the pharmaceutical industry.

He added that the OSAPIEA is supporting the “Ease of Doing Business Law”.

Go noted that there are many families who have fallen into debt because of expensive medicines.

“We will make medicines and medical devices more affordable to our countrymen,” Go said.

He cited the bureaucratic processes that everybody has experienced.

“An administrative order is now being drafted by Health Secretary Ted Herbosa, and hopefully, will be finished before the SONA (State-of-the-Nation Address),” Go said.

President Marcos is set to deliver his Third SONA before the Joint Session of the 19th Congress on July 22, 2024.

The OSAPIEA, ARTA, DOH, FDA, PEZA and private sector representatives made their respective pledge of commitment. 

Secretary Ernesto V. Perez, ARTA Director General, on ARTA's overview on collaborative initiatives with the health sector, was excited to share ARTA’s programs and initiatives in the health sector.

“ARTA is one with you in coming up with a one-stop shop and a digital process gathering all the regulatory offices, particularly, the FDA, the DOH, with the support of the private sector,” Perez said.

“All the parties here are well represented, both the private and public sector,” he added.

Perez expressed his gratitude to the government agencies, stakeholders and the private sector in participating in the gathering.

“President Marcos envisions a red carpet, especially for the entrepreneurs. This is the essence of the ‘Ease of Doing Business’,” he said.

Perez cited the PEZA and other regulatory offices to oversee the health sector so as to unburden both the public and private sector.

ARTA has been recommending and leading policies and reforms, facilitating dialogues and collaboration among public and private sector, and reforms and innovations for streamlined processes for a one-stop shop.

Perez stressed that the FDA is finalizing its proposed amendments to Administrative Order No. 67 series of 1989 and draft Administrative Order on fees and charges.

He noted that the FDA Administrative Order 2016-003 and LTO integration with the Philippine Business Hub, formerly known as the Central Business Portal.

In 2024, Perez said, ARTA held several clarificatory meetings with the FDA.

He added that the ARTA has been recommending and leading policy and process reforms for inter-agency process such as whole-of-government (WOG) reengineering and process streamlining workshops.

The workshops involve analyzing current processes and workflows within and between organizations; then, working out how to get rid of any of the gaps and bottlenecks in the bureaucratic process to get it running smoothly.

The ARTA has set the workshop schedule for FDA and its centers on August 22, 27 and 29, 2024.

On the upcoming initiatives, Perez cited the adoption of 2021 Joint Memorandum Circular establishing a Green Lane for Covid-19 Vaccine Manufacturing Facilities for Green Lanes for Tatak Pinoy Projects and Exports.

He added the proposed Executive Order on the “Streamlining and Harmonization of the Provision of Medical and Financial Assistance in Government Hospitals”.

Perez also cited the proposed Joint Memorandum Circular assigning Competent Authority and delineating the Functions of FDA and BFAR on the Export of Fisheries/Aquatic Products to address the recurring issues on export of Fisheries and Aquatic Products, the ARTA, FDA and BFAR is finalizing a JMC.

On the implementation of pharmaceutical economic zones, Perez said, “ARTA supports the implementation of Pharmaceutical EcoZones to streamline the regulatory frameworks and attract investors in the sector.”

On legal services and public assistance, Perez said, of the 20,536 total number of complaints and concerns as of May 17, 2024, 20,218 cases were resolved.

“Let us work hand-in-hand to write a new chapter in the Philippines’ economic story characterized by efficiency, transparency, and shared prosperity,” he said.

“Our ultimate objective is for a reasonable and affordable medical drugs,” he added.

A pledge of commitment was signed by Health Secretary Teodoro J. Herbosa, represented by Rowena C. Lora, Director IV of the Internal Audit Service Lead of CART Secretariat of DOH, Dr. Samuel A. Zacate, FDA Director General, Department Manager Ludwig O. Daza, of PEZA-Ecozone Development Department, Liza S. Pajarillo, President and Regulatory Affairs Associate Director of the Philippine Association of Medical Device Regulatory Affairs Professionals (PAMDRAP)/Alcon Laboratories (Phils.), Inc., and Higinio P. Porte, Jr., President of the Philippine Pharmaceutical Manufacturers Association (PPMA). 

Dr. Samuel A. Zacate, FDA Director General on FDA's current and future initiatives on the medical and device manufacturers, noted that in 2020 or 2021 they had problems on finding simple medicines on Covid-19 for the then citizen Ferdinand “Bongbong” R. Marcos, Jr.

“You must trust your people. FDA people are good people. Be a part of the technical innovation,” Dr. Zacate said.

Dr. Zacate is the personal doctor of President Marcos.

He told President Marcos that he could not talk to everyone such as the DOH, DBM and the ARTA.

Dr. Zacate studied the short-term and long-term solutions to the “backlog” of problems at the FDA.

He worked out for the structural administrative orders such as the extension of the unified license to operate (LTO), which was transferred to the DOH on May 12, 2024, except the SMES (Small and Medium Enterprises), among others.

The Administrative Order No. 67 will be transferred by the first week of July 2024.

On the five-point agenda, Dr. Zacate cited the harmonization, digitalization, modernization, organization and education.

“A new house for the FDA costing PHP1.9 billion will be raised,” he said.

“We are facilitating the process, without compromising the safety and efficacy of drugs. We at the FDA is more on regulation,” he added.

MANILA, Philippines — On 29 June, the Department of Trade and Industry-Design Center of the Philippines (DTI-Design Center) awarded outstanding designs during the 2024 Good Design Award Philippines, held at The Globe Tower, Bonifacio Global City in Taguig. 


The Malasakit Gran Prix Award winner was the First United Building in Escolta, Manila. This project embodies the power of restoration and "adaptive reuse" in driving urban regeneration. Originally the Perez-Samanillo Building, this Art Deco landmark, designed by Andres P. Luna, son of the renowned painter Juan Luna, was Manila's tallest building upon its 1928 completion. 


The project's vision transformed the historic structure into a vibrant hub for creative communities. By breathing new life into the building, it serves as a model for sustainable preservation, highlighting how historical significance can thrive alongside contemporary use. The First United Building Community Museum, a component of the larger revitalization efforts for the historic Art Deco landmark,  further enriches the experience, offering a glimpse into Escolta's golden era as Manila's premier business district.


"The historic building's transformation shows the power of placemaking, where it's not just the walls and posts that make a place but the communities that flourish in it. The restored First United Building in Escolta revitalized the district, attracting creative tenants and drawing a new demographic of visitors and regular audiences that come to Escolta to escape the cookie cutter spaces that proliferate in many urban areas. Despite challenges, the building's revival showcases the power of design and preservation, not only in restoring its past but also in fostering Escolta's economic resurgence that caters to the next generation of the creative class," said Good Design Award Philippines 2024 Jury Chair Mylene Abiva and the Co-Chair of Design Center’s Design Advisory Council 2024-2027.


Golds for Philippine Design


The Right to Care Card, a healthcare proxy document from Quezon City, won the Gold Award. This innovative initiative allows same-sex couples to make medical decisions for each other during emergencies, demonstrating how design can enhance inclusivity and government services.


The Philippine Textile Table Swatchbook of ANTHILL Fabric Factory also received the Gold Award by showing indigenous Philippine fabrics through “storytelling narratives and interactive features.”


"This year's awardees are indeed a reflection of the transformative journey of Philippine design as a strategic problem-solving process that drives innovation, builds business success, and leads to a better quality of life through innovative products, systems, services, and experiences,” declared Rhea Matute, Executive Director of the Design Center of the Philippines. "Our designers are storytellers, changemakers, and agents of malasakit (compassion) who exhibit the resilience and creativity of the Filipino spirit.”

The Good Design Award Philippines, a biennial program, recognizes outstanding design across various categories. This year saw a significant increase in entries, with 204 submissions and 84 shortlisted finalists. Awardees received a commemorative trophy, a miniature replica of an Arturo Luz sculpture, the Good Design Award Philippines seal, and the opportunity to compete for Japan's prestigious G Mark. This international recognition opens doors for Philippine design to reach the global market, fostering trade ties with Japan. 


The 2024 Good Design Award Philippines echoes the spirit of World Industrial Design Day (WIDD), a global event organized by the World Design Organization every 29th of June. By holding its ceremony on 29 June, the Good Design Award Philippines joins the global celebration of World Industrial Design Day.  Both events emphasize the power of design to go beyond aesthetics and functionality and highlight the importance of emotions and “design with malasakit”.  The Good Design Award Philippines' message, "It starts with malasakit (compassion)," aligns with WIDD's global theme, "Let's Get Emotional," underscoring the role of design in addressing social, economic, and environmental challenges as reflected in the UN Sustainable Development Goals. 


By putting compassion (malasakit) at the forefront, the Good Design Award Philippines aligns with the call to evoke positive change and inspire a brighter future through design.

FORBIDDEN TOXICs, IMPLEMENT through a Cleaner, Secure , Sustainable Waste Management

Forbidden toxics, by the Philippine Healthcare and Mercury Wastes Management Project (PHAMWMP), is implementing to a cleaner, secure, and sustainable wastes management.

The PHAMWMP goal is  to protect human health and the environment by minimizing  unexpected produced ,seamless organic pollutants (uPOPs) and mercury in the healthcare waste sector by providing environmentally-sound way to healthcare waste management.

During the NCR (National Capital Region) Inception Meeting and Validation Workshop on Monday (June 10) at the Ardenhills Suites, Rey San Juan, executive director of PHAMWMP, said “It’s the third leg of the inception meeting, the first of which, was held in Tuguegarao City, and now in the NCR.”

Gerry Saniel, of the DENR-EMB, this validation workshop and inception meeting is now the last and third leg for the NCR.

“It’s the crucial stage of managing the Philippine healthcare and mercury wastes management,” Sanel said.

“The support and cooperation of the project partners are significant and imperative,” he added.

The project partners are the Ban Toxics, the Global Environment Facility (GEF), the United Nations Industrial Development Organization (UNIDO), and the Department of Environment and Natural Resources-Environmental Management Bureau (DENR-EMB). 

The partner hospital is the Quirino Memorial Medical Center (QMMC), the Foreign-Assisted Projects (FAPs), Metro Clark Waste Management Corp., and Department of Health (DOH). 

“The project was started during the Covid-19 pandemic, which devastated the Philippines from March 15, 2020 until the end of 2022,” Saniel said.

“The workshop is the third and last leg of the three regions and this workshop will validate our workshops. Our activities are not the final activity because this activity will be implemented in the next five years,” he added.

“We will intensify education and community participation,” Saniel said.

“We will also validate our work grant as this is a five-year project,” he added.

Saniel stressed that whatever recommendations or suggestions towards the outcome of the workshop will be welcome.

He pointed out that the commitments and the undertakings of the project partners are the “backbone” of the project.

“Today is DENR Day, but this is priority,” Saniel said.

Jan Lorenzo, project manager of Ban Toxics, said Ban Toxics is an independent, non-profit, environmental organization that strongly supports the protection of the environment and advocates for an environmentally sustainable future through the promotion of sound chemicals and waste management practices.

San Juan said that the project is funded not locally, but internationally, specifically the GEF in the amount of US$4.8 million, excluding co-funding, and it will be supervised by project manager Jan Lorenzo.

He added that they started with the use of mercury in the “gold ore” wherein they were even “red tagged”, and they were able to establish the national coalition of the small-scale miners of the Philippines.

The components of the project are reducing uPOPs in the healthcare sector, managing mercury and mercury-added products and wastes, capacity-building and awareness raising, and monitoring and evaluating the project’s progress.

The hazardous waste in the healthcare sector are sharps, infectious, pathological, anatomical, pharmaceutical, genotoxic, chemical, radioactive and pressurized containers.

DENR Secretary Loyzaga asked to resign

 


QUEZON CITY -- Department of Environment and Natural Resources (DENR) Secretary Maria Antonia "Toni" Yulo-Loyzaga was asked to resign from her government post due to alleged corruption. 

The resignation call was made by the residents and fishermen from Lemery, Batangas on Wednesday (June 5) as they called for an end to hunger and lower price of rice, water and electricity rates. They were joined by the United Filipino Consumers and Commuters (UFCC) led by water and power advocate Rodolfo RJ Javellana.

Javellana told members of the media that the UFCC wrote a letter to President Ferdinand "Bongbong" R. Marcos, Jr. on June 4, 2024 informing him about the allegations of corruption against his cousin Jose Manuel Romualdez in connection with his involvement in Claver Minerals Development Corp. (CMDC).

He said that they were concerned about the actuations of the DENR which has approved a five-year restoration of the lost years of CMDC's previous Minerals Production Sharing Agreement (MPSA). 

Javellana added that the original MPSA was originally filed by CMDC Chief Executive Officer Rizal Balbin. 

The UFCC national president stressed that apparently, the same MPSA has been cancellled since 2017 due to CMDC's many violations which were officially on record. 

The noted good gvernnent advocate pointed out that because of the appeals on the said cancelation, the CMDC now claims "force majeur" and asked the DENR to approve the return of the five years lost in the interim of the appeals. 

The anti-corruptipn crusader further said that there is a reason why the cancellation was done, and that justice demands that the DENR should not have approved the return of five years to the original MPSA.

Wheelchairs around 100,aid and donation, gifts given to PWDs in QC

 


QUEZON CITY -- Ang Probinsyano Party- List (APPL) Rep. Alfred delos Santos spearheaded the distribution of wheelchairs and other assistance to some 100 persons with disabilities (PWDs) on Tuesday (May 21) at the 15th Floor of the Quezon City Hall. 

Rep. Delos Santos was joined by Majority Floor Leader Dr. Doray Delarmente, Councilor Aiko Melendez, and actor Piolo Pascual, among others. 

The gift giving was the initiative of Piolo Pascual in cooperation with Surge Fitness + Lifestyle, Ang Probinsyano Party-List, and Cornerstone Entertainment Vice President Jeff Fadillo. 

Also present during the event were the families of the beneficiaries, the staff of the Persons with Disability Affairs Office (PDAO) and the Quezon City government.

In her opening remarks, PDAO Head Deborah Dacanay expressed gratitude to Piolo Pascual, Councilor Melendez of District V, Rep. Delos Santos and the Probinsyano Party-List.

Rep. Delos Santos noted that the beneficiaries are excited to see actor Piolo Pascual. 

He acknowledged the presence of Councilor Melendez, among others. 

"This event will not be successful without the help of Jeff Fadillo," delos Santos said. 

Delos Santos revealed that a bill has been passed in the 19th Congress for the benefit of all senior citizens. 

He also disclosed that he has filed a bill in the 19th Congress for the grant of Php1,000 for the persons with disability (PWDs) and a 20 percent discount for food, medicines and services. 

The Probinsyano Party-List representative also divulged that the PWDs will also be prioritized during the elections wherein they will not be required to line up just to be able to exercise their right of suffrage.

Majority Floor Leader Dr. Doray Delarmente, as representative of Mayor Joy Belmonte, said that they are present in today's event to receive the donation of wheelchairs and gift packs. 

Delarmente read the message of Mayor Joy Belmonte, who expressed her heartfelt gratitude for the donation and gift giving. 

The mayor noted that 69,170 PWDs were registered in Quezon City. 

Melendez also expresssed her gratitude for endeavors in upholding and protecting the rights and welfare of the PWDs in the city. 

Fadillo expressed his gratitude to the Quezon City local government, Councilor Aiko Melendez and Majority Floor Leader Delarmente and Rep. Alfred delos Santos. 

He admitted that he had been a PWD himself and it's good that all the stakeholders are doing everything for the benefit and welfare of the PWDs. 

Piolo was elated for today's gathering for the betterment of PWDs. 

He stressed that whatever is lacking to anyone should not be a cause of concern, but rather, take it as an opportunity for the better. 

Pascual, Melendez, Delarmente, Delos Santos and Fadillo turned over the five of the 100 wheelchairs initially to the PWD beneficiaries.

Melendez noted "as a Party-List congressman, delos Santos is like a Senator of the Land."

She thanked Papa P, Fadillo, Engelbert Apostol, the Head of PAISD. 

PDAO head Dacanay expressed her profound gratitude to Papa P, Delarnente, Melendez, Fadilo among others. 

Dacanay noted that" Quezon City is about one-fourth of Metro Manila."

"The deaf cannot go to the theaters because there are no subtitles" she said. 

"In Quezon City, there are 69,000 PWDs because of legible registration," she added. 

"There are four cases now ongoing for falsification of PWD IDs who have taken away the 20 percent discount which should be for the PWDs" Dacanay said.
